I just wanted to post up a potential solution to this that I found through following similar steps to JohnHolleran in the below link:
Solution:
Changing the System Locale. Follow the steps below:
>Left Click the Start Menu.
>Type "Control Panel" (or search via Cortana directly)
>Select "Region"
>Select the "Administrative" tab.
>Select "Change System Locale..." and amend accordingly.
> you will be prompted to restart the computer; try upgrade via the KMS key again and it should hopefully work.
